You can on certain consoles change the region (although people have shown mixed results) by hacking the system itself each time you want to change region. To be clear, my account has never been in any other region, I have valid payment methods that work on the normal Xbox store, I have added new methods when prompted that none of mine are valid (Both on web and on the Xbox), and nothing. Basically just means all the 360 back compat games with gold are locked off to me.
